Dear Abe:

	Enclosed is a report on the IBM contract for studying the
Editor Based Operating System (EBOS).  It took a while to get started
after the contract period began, because we needed to hire someone.
We were able to develop only a small part of EBOS, but I think finishing
the arbitrary character set editor is a respectable start
considering the resources made available.  We have used up the
money and the contract period.

	What are the prospects for continued support?  We can support
Arkady Rabinov with other work for a limited period.

	The report (by Rabinov) lists some of the goals for the next
period, but we can be more precise if you want.  I enclose also
another copy of the initial proposal in case yours is not immediately
to hand in order to remind you of the long term goals of the project.
